Recovering from an injury can involve medical appointments, insurance questions, and legal paperwork. Clear billing rules matter for everyone involved.
Paul Dyson authored House Bill 4145 to clarify how health care providers can submit bills when a patient has an attorney handling a personal injury claim.
The law allows providers to meet the applicable billing requirement by sending qualifying bills to the patient’s attorney, unless the patient or another responsible person directs otherwise. The deadline under this provision is the first day of the 11th month after the services were provided.
This is a practical change to the billing process. It does not cap medical charges or eliminate payment obligations.
The legislation passed the House 144–4 and received unanimous support in the Senate. Today Governor Abbott signed it into law, and it will take effect September 1, 2025, for services provided on or after that date.
Rep. Dyson’s work includes addressing the details in state law that affect people navigating difficult situations.
